Position Summary

The Chief Information Officer (CIO) provides leadership and oversight to the University’s Information Technology (IT) department and works collaboratively to develop and implement IT strategies that align with the University’s mission, strategic plans, and goals. The CIO actively participates in the University’s strategic planning process by identifying and communicating the technology implications for the strategic plan and anticipating relevant changes and emerging trends in information technology. The CIO advises the President and his/her executive staff on critical matters related to information technology. Major areas of responsibility include strategic planning, policy development, integrated implementation and management of infrastructure, systems and human and fiscal resources, staff leadership and development, project management leadership, and user support systems and processes. The CIO is responsible to develop, articulate, and implement SOU’s strategy for information and communication technologies to position and support the administrative, academic, research, business, and community needs and visions of the University. The CIO will guide and promote change, develop campus-wide information technology standards, facilitate access and information sharing and ensure the optimum use of resources to maintain excellence of operations. Span of responsibility includes Information Systems, Telecommunications and Network Services, Classroom and Media Services, User Support Services and Information Security. The CIO works closely with the Technology Council, the Library, the Center for Instructional Support, Academic Affairs, Business Affairs, Enrollment Services, , , and Oregon Public University technology leaders, to advise, plan, determine needs, and formulate action plans to achieve strategic goals of the institution. The CIO reports to the Vice President for Finance and Administration with a dotted line reporting relationship to the Provost.

Minimum Classification Qualifications

Master’s Degree in related field, and a minimum of 10 years management experience in the information technology field in an institution of higher education or equivalent corporate role. Demonstrated management ability is essential, and a record of success in strategic planning, leadership, and effective management of fiscal and human resources. Experience with/ability to interact with a diverse population.

Preferred Qualifications

Familiarity with ERP and student information systems, especially Ellucian Banner, learning management systems, open source, and cloud infrastructure services (Amazon AWS, Google Cloud, and/or Microsoft Azure).

Knowledge, Skills, and Abilities

• A strong background in IT support and management, and a proven track record of ensuring alignment of service capacity, flexibility, and delivery with both strategic and operational requirements.
• A solid understanding of mainstream support service and systems, and of industry best practices in support methodologies, service management, change management and communications.
• An understanding of evolving academic and research technology requirements and recognition of the need to support both mainstream and emergent technologies.
• Proven track record in recruiting, directing, motivating and guiding the development of a team of IT support professionals.
• Strong political skills, with the ability to foster collaboration and cooperation among all constituents within a complex university environment.
• Experience in supporting an effective communication strategy to a diverse organization.
• Strong verbal and written communication skills, with a record of success in developing planning documents, proposals, budget request justifications, and other forms of communication with executive leadership and faculty.
• Ability to explain complex technology in a manner that is understandable to non-technical audiences including faculty, students, and staff.
• A broad technology background with experience in both IT infrastructure and applications development.
• Strong leadership skills including problem solving, analytical and project management.
• Demonstrated communication, teamwork, negotiation and collaboration skills.
• Proven success in managing a large scale, complex IT service organization
• Demonstrated ability to manage major IT initiatives and develop concise, understandable IT policies.
• Ability to identify and recommend (in campus wide presentations) solutions for IT challenges.
• Demonstrated ability to work collaboratively across departments and to develop cooperative-working relationships at all levels of the institution, constituents and the public
• Ability to initiate, establish, and foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere in and outside the University, with the ability to establish and maintain effective working relationships within a diverse population and with those from various cultural backgrounds.
• Broad knowledge of, or ability to quickly learn, higher education governance, organizational structure, instructional programs, and academic policies and procedures to encompass a global perspective within a university setting.

Special Conditions
•Must be willing to travel and attend training programs off-site for occasional professional development.
•Must be able to work additional hours and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.
•Must be able to successfully pass a pre-employment background check.
•This position classification has been defined as “exempt” and is not subject to the overtime provisions of the Fair Labor Standards Act (FLSA).
•The person holding this position is considered a “mandated reporter” under the Oregon Revised Statues and is required to comply with the requirements set forth by the Oregon department of Human Services.

Physical Demands

This position spends the majority of time in meetings, sitting, or working at a computer. There are no special physical requirements for this position. Travel to other public Oregon Universities is required.

Staff Leadership:
Lead, manage and develop a staff of technical professionals plus part-time student workers. Provide operational leadership to the managers and staff of the Information Technology department. Guide the team in research and decision making on long-term goals and on response techniques to maintain stability and achieve short-term objectives. Ensure that human and electronic resources are managed for maximum returns and uptime in a safe, secure, efficient and cost effective environment. Ensure that operating and capital budgets are used efficiently for optimal utilization of human, fiscal and physical resources. Maintain a high level of performance by recruiting, selecting, developing, motivating and evaluating staff. Approve hiring, assessment, and dismissals of staff by managers. Establish standards for communication and performance levels. With managers, determine appropriate work assignments, outcomes assessments, and performance monitoring methods and tools.

Research, Development and Outreach:
Provide information and recommendations to the university on relevant developments in the fields of information technology and telecommunications and their implications for traditional instruction and online learning. Continually assess technical advances, planning methodologies, use of technology in teaching/learning and administrative applications in industry and academia. Provide input to senior management in the development and management of business strategies, particularly those involving technology. Negotiate and approve contracts for maintenance and acquisition of hardware and network components, physical facilities, and application systems that are scalable to meet current and future university needs. Seek and administer grants. Nurture relationships with eternal contractors, vendors and consultants. Support current and potential University strategic partnerships by maintaining a network of colleagues and members of the community. Represent the University on state-wide committees and task forces, and in industry and community interest groups. Seek opportunities for revenue and funding in technology sectors.

Strategic Planning:
Actively champion, lead and support SOU Strategic Directions. Determine future major technological directions to complement University strategic plans. Establish and lead planning processes for acquisition and use of technology resources; provide input and leadership to planning groups as required to develop goals, timelines, and strategies for university information technology. Work collaboratively with faculty and stakeholders. Within the context of the strategic planning, develop IT policies, practices and standards in coordination and collaboration with stakeholders, to implement orderly planning, purchasing and installation of an information technology infrastructure to support SOU’s strategic initiatives and curriculum.

Operational Leadership:
Provide project management leadership to strategic systems projects, monitoring development to ensure that timelines and budgets are met. Ensure that IT units meet university accreditation and assessment standards; participate in strategic initiatives.

Collaboration with Other Units/Departments:
Coordinate, support, and encourage the use of information technology across the entire university community. Actively consult with university stakeholders and support university information technology governance. Lead and assist university change and business process improvements and automation efforts. Collaborate with the Vice President for Finance & Administration in budget preparation and resource allocation related to IT. Support the University Foundation in building partnerships and fund raising for information technology.
